Study: Indoor Tanning Linked With Early Onset of Skin Cancer (Time.com)
Given that indoor tanning beds were officially classified as a human carcinogen in 2009 -- up there with cigarettes and asbestos -- it should be fairly obvious that frequent tanning-booth exposure would increase your risk of skin cancer.
Indeed, the evidence linking indoor tanning with melanoma, the deadliest form of skin cancer, and squamous cell carcinoma, one of the more common forms of the disease, is "convincing," according to the World Health Organization's International Agency for Research on Cancer. But the research concerning tanning beds and basal cell carcinoma, the third and most frequent major type of skin cancer -- which accounts for some 80% of all skin cancer cases in the U.S. -- has thus far been inconsistent. Basal cell carcinoma, a slow-growing cancer, has traditionally been a disease of middle age. But it's been appearing with increasing frequency in people under 40, especially in women -- a demographic that also happens to like indoor tanning -- suggesting a link. So researchers at the Yale School of Public Health sought to study the association.
The study included 376 people under 40, who had been diagnosed with basal cell carcinoma between 2006 and 2010. They were matched with a control group of 390 dermatology patients who were diagnosed with minor skin conditions like cysts and warts. All participants had skin biopsies, and all were drawn from a Yale University database.
The researchers interviewed each participant about their UV exposure -- both in tanning beds and outdoors. They also asked about their history of sunburns, sunscreen use, family history of melanoma and non-melanoma skin cancers, and their self-reported eye, skin and hair color.
The conclusion: people who had ever used a tanning booth were 69% more likely to develop early-onset basal cell carcinoma than never tanners. Those who used tanning booths more regularly -- for at least six years -- were more than twice a likely to develop basal cell carcinoma, compared with never tanners.
The study found that women were far more devoted than men to indoor tanning, which might help explain why 70% of all early onset basal cell carcinomas occur in females. The authors concluded that about 27% of cases of early onset disease -- including 43% of cases in women -- could be prevented if people simply stopped using tanning booths.
That's a tall order, considering that some 30 million Americans use indoor tanning beds each year. Policy changes, such as the recent California ban on teen tanning, may help, the authors suggest. So would behavioral interventions aimed at women -- at least one study in 2010 found that the best way to get young women to tan less was to warn them about the skin-wrinkling effects of tanning-bed exposure, not the risk of skin cancer.
"Importantly, indoor tanning is a behavior that individuals can change. In conjunction with the findings on melanoma, our results for [basal cell carcinoma] indicate that reducing indoor tanning could translate to a meaningful reduction in the incidence of these two types of skin cancer," said Leah M. Ferrucci, first author of the paper and a postdoctoral fellow at the Yale School of Public Health, in a statement.

?Octomom? in one-child China stuns public
BEIJING (AP) ? The photo was undeniably cute: a studio portrait of eight babies in identical onesies and perky white cotton hats, sporting an array of expressions from giggly to goofy, baffled to bawling.
Intended as an advertisement for the studio, the photo grabbed a different kind of attention: In a country that limits most couples to one child, many Chinese were amazed to learn that a couple had spent nearly a million yuan ($160,000) and illegally enlisted two surrogate mothers to help have the four boys and four girls.
The incident has highlighted both the use of birth surrogates, a violation of Chinese law, and how wealthy Chinese do as they please, with scant regard for the rules that constrain others. The most common reaction, though, has been simple disbelief.
?Heavens. To have one family with eight kids ? in an era of family planning where most people have just one, the contrast is just too much,? said popular Chinese Central Television news anchor Bai Yansong as he introduced a 20-minute special report on the babies last weekend. ?It doesn?t sound like news. It sounds more like a fairy tale.?
Chinese media are calling the mother ?babaotai muqin,? or ?octomom,? a reference to the American woman who gave birth to octuplets using in vitro fertilization.
Much remains uncertain about the family from Guangzhou, the capital of south China?s Guangdong province. According to the Guangzhou Daily, a government newspaper, the biological mother carried two of the babies, while two surrogates gave birth to three each. After the babies were born in September and October last year, 11 nannies were hired to help take care of the children, the report said.
While some suspect a hoax, a media officer with the Guangdong Health Department said the case was real and under investigation. He declined to identify the couple, citing privacy concerns.
The story has captivated the public because it symbolizes a bold defiance of the country?s strict family planning rules, said Liang Zhongtang, a demography expert at the Shanghai Academy of Social Sciences.
?People are very interested in the policy these days and the need for changes to it,? he said. ?A lot of people think it should have been dropped a long time ago, or relaxed at least.?
A 2001 law prohibits Chinese medical institutions and personnel from performing gestational surrogacy services, in which an embryo created from a couple is implanted into another woman who carries the baby to term.
Still, an underground market is thriving as more couples put off marriage and childbirth until later in life, only to find they are unable to conceive. The law forbids only the medical procedures, and agencies connecting couples and surrogates are easy to find online.
The Guangzhou Daily said the octomom couple resorted to in vitro fertilization and surrogates after years of failed attempts to conceive.
A manager for the Guangdong branch of the Daiyunguke surrogacy agency, Liu Jialei, said that this has been the busiest of his company?s seven years in business, with more than 600 surrogates matched to families. His customers are Chinese, but the medical procedures are carried out abroad, in Southeast Asia and Japan, to circumvent the law.
Chinese media reports say many procedures are also done illegally at hospitals in China.
Many Chinese frown on surrogacy, which is often portrayed as a way for the rich to avoid going through pregnancy.
An opinion piece about the eight babies in the China Daily denounced surrogacy as something done by wealthy women unwilling to disrupt their careers or ruin their figures.
Author Cai Hong, a senior writer for the newspaper, wrote that the practice would inevitably give rise to ?a breeder class? of poor women who end up ?renting their wombs to wealthy people.?
But Therese Hesketh, a University College London professor who has done numerous field studies in China on family planning issues, says that her impression is that Chinese who can afford surrogates tend to seek out attractive university graduates, not the underprivileged.
Chinese media say octomom and her family have gone into hiding. A Chinese Central Television investigative report could only dig up former neighbors who described seeing a pack of nannies taking the babies for strolls and to a toddler center for playtime.
A series of outtakes from the portrait session posted to a blog show the logo for the QQ Baby studio prominently displayed in the background, but staff at the shop in Guangzhou denied knowing anything about the photos.
Only the relatively well-off can afford in vitro fertilization and surrogacy or to live in a villa, as this couple reportedly did.
The rich also find it easier to flout the one-child limit, because they are better able to afford the hefty fines for doing so. Some also acquire foreign citizenship, which exempts them from the birth quotas.
On the popular Sina microblog, one user posted an article about the couple and commented: ?If you have money, what does the law mean??
All the hoopla may be boosting the surrogacy business. At Daiyun.com ? an agency whose website is splashed with photos of babies nestled in flowers ? a manager said all the attention made it inconvenient for any staff to speak with reporters.
?But one thing is for sure, our business is getting better and better,? said the woman, who would only give her surname, Liu. ?More and more people come to us for services.?

Venezuela to remove breast implants for free

CARACAS, Venezuela (AP) ? Venezuela is offering free surgeries for women to remove faulty French-made breast implants, the country's top health official said.
Health Minister Eugenia Sader said women with implants made by the now-defunct French company Poly Implant Prothese may go to hospitals that carry out plastic surgery to have the implants removed, the state-run Venezuelan News Agency reported.
Sader said Tuesday that the free procedure will simply be to remove the implants and will not include replacing them.
"Those patients are running a risk," Sader said. However, she said, women need not seek emergency care and instead may visit hospitals at their convenience.
France's health system has recommended that women with the PIP implants get them replaced, and has agreed to pay for surgeries. In Brazil and Argentina, however, health officials just recommend checkups.
The president of Brazil's Plastic Surgeons Association, Jose Horacio Aboudib, said "I'd remove them from any patient that wants to, but I don't see the need for everyone to go into surgery."
"In France, the government pays for the surgery. Here it is not considered a public health risk, and so the patient would have to pay for it," Aboudib said, noting that his association will create a breast implant registry in January, so that doctors can register information on surgeries and the implant material used in a database aimed at improving patient safety and care.
On Tuesday, a group of 50 women in Argentina threatened to sue their plastic surgeons if they don't get free replacements of the faulty French breast implants.
The group is led by attorney Virginia Luna, who herself has the "PIP" silicone gel packs implanted in her breasts. She said five of her clients have obtained out-of-court agreements to provide free replacements, and if the rest don't get them as well, her group will sue.
Argentine clinics say they'll replace leaky implants, but the symptoms aren't always detectable, and Luna says any woman with the faulty implants can suffer psychological damage.
It's unclear how many women have the PIP implants in Venezuela, where breast enlargement surgery is popular and doctors say the French implants used to be widely used.
An estimated 35,000 to 40,000 women in the country have breast enlargement surgery each year, said Dr. Marisol Graterol, president of the Venezuelan Society of Plastic and Reconstructive Surgery.
Venezuelan President Hugo Chavez has criticized the widespread popularity of breast surgery, saying women shouldn't be sold on an image that big bosoms are attractive.
The plastic surgery society recommended last week that women with PIP breast implants see a doctor to have them checked. Graterol said doctors should decide depending on each patient's situation whether or not the implants need to be removed.
Sales of PIP implants were halted in Venezuela in April 2010, Graterol said.
Plastic surgeon Dr. Henry Saud said he removed ruptured PIP implants from more than 10 patients during the past year.
In some cases, his patients hadn't noticed anything wrong and the leaking implants were detected during imaging exams, Saud said. In other cases, "they felt discomfort and had swelling."
"It used to be one of the most-used brands," Saud said.

Chinese dailies are buzzing with news that Apple is rushing production of its iPad 3 in the hopes of releasing it on February 23, just in time for Steve Jobs? birthday. Adding fuel to the fire is the fact that alleged iPad 3 home buttons have begun floating around in China town, which means that the final product is being slapped together as you read this.
Citing multiple inside sources, China?s Economic Daily News speculates that the big date has been set and the first shipment amount of the tablet will be 4 million units.
Local assemblers including Hon Hai Precision Industry Co, Cheng Uei Precision Industry Co, Genius Electronic Optical Co and several others will have shorter Spring Festival holidays, estimated at five days, in order to rush the work, the newspaper says.
Just to remind our readers, Apple unveiled the iPad on January 27, 2010 and the iPad2 on March 3, 2011. So me thinks that the iPad 3 bundle could be hiding an NFC chip in its belly, just to hit Nokia under it, for the effect. Apple?s very interested in Near Field Communications, and one delicious gossip sez iPhone 5 (whenever, whatever) will use NFC to take over nearby Macs, enabling you to use your data and settings with a flick of the wrist (a la Rajnikant).
A6 Processor
Apple has debuted new processors with every version of the iPad (basically, two) so far ? and that has led people to believe that it will divorce the current A5 and upgrade to younger and more beautiful (technically speaking) A6. But whether the A6 is a dual-core processor like its previous partner A5, or comes with two additional cylinders (aka quad-core processor), we?ll need to wait and see.
Perhaps it?s a bit late for Apple Inc. to incorporate everything, but if you are?listening, here are some other things on our wish list for the iPad 3:

Mayor-elect invites public to inauguration
Though the first change of power in 24 years technically will occur at 12:01 a.m. Jan. 1, when the mayor-elect is sworn-in during an informal ceremony at her home with family and friends at her side, the public has been invited to the inauguration of the city?s first female mayor, Kathy Catazaro-Perry, two days later.
The inauguration will occur at 10 a.m., Tuesday, Jan. 3, on the lawn of the Massillon Museum, 121 Lincoln Way E.
?We?re going to do a public swearing-in in front of the (PPyaul & Carol David) clock, so anyone from the public can come,? Catazaro-Perry said. ?Then we?ll have cookies and punch in the museum after that.
?We wanted to do something simple, yet include the public, because it is a change of the guard, per se,? she said. ?We wanted the public to be a part of that.?
Catazaro-Perry said Massillon Municipal Court Judge Edward Elum, Clerk of Court Johnnie A. Maier, Deputy Clerk Shane Jackson and Stark County Democratic Party Chairman Randy Gonzalez will be on hand to swear her in. ?Those people have had a significant place in my life,? she said.
Catazaro-Perry toppled six-term Democratic Mayor Frank Cicchinelli in the May primary and then went on to beat Republican Lee Brunckhart by capturing 65 percent of the vote in the general election.
She has been working with a transition team ? led by her safety-service director in-waiting, George T. Maier ? to prepare to take office next month.
In addition to Maier, Catazaro-Perry also will have to replace two administrative assistants in the mayor?s office, Mary Lou Reed and Mary Ann Coyne, who plan to retire.
With recent approval from City Council to create the post, Catazaro-Perry also has named bank executive and former interim county treasurer Ken Koher as the city?s budget director.
However, she has not yet announced any other changes to the administrative staff.
The inauguration will be followed by an invitation-only luncheon at the Massillon Woman?s Club at noon. No taxpayer dollars are being used for the event.
?Not one dime out of city funds is being used,? she said. ?It?s all being privately paid or sponsored. In fact, we?re making everyone pay for their lunch because we don?t want to use any city funds.?
Members of Massillon City Council will be sworn in at 11 a.m. Saturday in council chambers on the second floor of the Municipal Government Center, 2 James Duncan Plaza SE. All nine members of council and the council president will be sworn in at that time. The new council includes five new members and four incumbents.

Apple Files Patents for Fuel Cell Computers (NewsFactor)
A laptop powered by a hydrogen fuel cell, going for weeks without refueling. That vision of the future is described in a pair of patent applications filed by Apple and made public Thursday.
One of the patent applications, entitled Fuel Cell System to Power a Portable Computing Device, describes a fuel cell system with a fuel cell stack that generates electricity, as well as a system controller and a bidirectional communication link between the controller and the device.
'Days or Even Weeks'
The other application, Fuel Cell System Coupled to a Portable Computing Device, describes a fuel cell system that "is capable of both providing power to and receiving power from a rechargeable battery in a portable computing device." The application notes that this would eliminate "the need for a bulky and heavy battery within the fuel cell system," thus significantly reducing the size, weight, and cost of the fuel cell.
Fuel cells, such as hydrogen fuel cells, can pack a lot of electricity-generating power into a small package. As one of the applications noted, "Fuel cells and associated fuels can potentially achieve high volumetric and gravimetric energy densities," which could potentially mean that portable devices could operate for "days or even weeks without refueling." Similarly, the other application's description of linking the fuel cell to the rechargeable battery helps to keep size and weight down, and time between refueling up.
Apple's applications discuss using sodium borohydride powder mixed with water as a fuel, and the hydrogen would be obtained from the sodium borohydride. The hydrogen then mixes with oxygen via a membrane, producing electricity and water vapor.
'Future Proofing'
The integration of the fuel cell system into the device would assumedly be one of the key features for which patent protection is sought. Another patent application by Apple, published in October, described a design for fuel cell plates.
Laura DiDio, an analyst with Information Technology Intelligence Corp., said Apple's patents indicated it was "future proofing and hedging its bets," and that the real question was whether the innovative company "has something cooking like this in the back room?"
She added that it was possible that Apple is not moving forward on this front, but simply looking to protect itself against other companies' ventures into fuel-cell powered mobile computing devices. Even if the Cupertino, Calif.-based company is using some of its large supply of cash to conduct R&D in this area, DiDio said, it was unlikely that mainstream products would emerge in the next decade or so.
As with many large technology companies, patents figure prominently in Apple's strategy. The biggest example of the importance of patents is the ongoing legal war by Apple with Samsung, HTC, and Motorola Mobility, over aspects of those companies' Android-based devices that Apple says violate its patents. Apple recently won a minor victory in its U.S. patent fight with HTC, lost a next step in its war with Samsung in Australia, and both won and lost some battles with Samsung in Europe.

U.N. urges Libya to sell off uranium cache (Reuters)
UNITED NATIONS (Reuters) ? U.N. experts are urging Libya to get rid of a large cache of "yellowcake" uranium because the warehouse where it is being kept is neither safe nor secure enough for long-term storage, the U.N. envoy to Libya said on Thursday.
Inspectors from the Vienna-based International Atomic Energy Agency (IAEA) completed an inspection of the Tajura nuclear facility in Tripoli and a warehouse in Sabha that stores yellowcake, a concentrated uranium powder, on December 9, U.N. special envoy to Libya Ian Martin told the Security Council.
"In an initial debriefing the IAEA conveyed its overall conclusion that none of the previously reported nuclear materials in either facility had gone missing," Martin told the 15-nation council via video-link from Tripoli.
Former Libyan leader Muammar Gaddafi had a clandestine nuclear weapons program, which he abandoned in December 2003. IAEA and U.S. experts verified at the time that the program was fully dismantled.
While there appears to be no immediate health or radiation risk posed by the uranium, Martin said, the IAEA is encouraging Libya to sell and transfer the 6,400 barrels of yellowcake out of the country because the barrels are deteriorating and the site is not secure enough.
"The present safety and security measures at the facility are not deemed sufficient longer-term," Martin said. "There appears, however, to be no risk of proliferation given the weight and state of the barrels."
Yellowcake uranium, which is not highly radioactive, cannot be used for nuclear weapons unless processed and purified.
MISSING WEAPONS
Martin also confirmed a U.S. finding from last month that Libya's missing stocks of shoulder-fired anti-aircraft missiles - "man portable air defense systems" or MANPADS - appear to be still in the country.
"While the focus of international concern continues to be the potential proliferation of MANPADs, as yet there seems to be little evidence of such weapons systems appearing in neighboring countries," he said.
"Visits at weapon storage sites and brigades throughout Libya suggest that most looted arms may be held by revolutionary brigades or local militias within a limited distance from the looted sites, thereby rendering it primarily a national Libyan arms control and disarmament concern," Martin said.
He added that the U.N. Support Mission in Libya (UNSMIL) had agreed with Libya's Defense Ministry to set up a task force on MANPADS to "facilitate a country-wide mapping of weapons and storage sites and to coordinate the identification, collection and disabling efforts."
The U.N. mission is also working to register MANPADS held by revolutionary brigades, Martin said.
Separately, the United States is working with Libya's Defense Ministry to create an inventory and destroy superfluous conventional weapons around in Libya, he said.
In the chaotic fighting to end Gaddafi's rule, local militias trying to overthrow him raided arms depots and took the weapons for themselves.
The militias are largely loyal to the Western-backed government now in power, but there are questions over how securely they are storing the weapons.
Security experts have said that MANPADS could be acquired by militants or smugglers and taken across Libya's porous southern borders into neighboring Algeria, Mali, Mauritania and Niger.

He said that Libya's government submitted to the OPCW in late November a detailed declaration of the materials, which were transferred to the officially declared storage site. The OPCW plans to return in mid-January to work with the government on safe storage for the materials.

They beat a very bad Bucs team in Tampa, and the Cowboys did it?convincingly?by the score of 31-15, with a victory formation inside the Bucs? five-yard line to cap the night.
The game wasn?t as close as the score indicated. The Cowboys had 28 first downs to only seven for the Bucs, and led 28-0 at halftime before cruising to the win.
The win puts the Cowboys at 8-6, in the thick of a division race and wild card race that will go down to the season?s final Sunday.
Tony Romo?s four first half touchdowns should be the focus, but I can?t help but think the more interesting story was taking place on the opposing sideline.
Bucs coach Raheem Morris came in second place in last year?s Coach of the Year voting. He led one of the most exciting young teams in the league to a 10-6 record. Just one year later, his Bucs are one of the very worst teams in the NFL.
Tampa has lost eight straight games. Only the Colts give up more points, and it was easy to see why on Saturday night.
The Bucs? tackling is uniformly poor. Felix Jones rushed for 108 yards and Sammy Morris came out of semi-retirement to run for 53 more yards against a Bucs defense that is too easy to push around.
Tampa doesn?t get any pressure on the passer, which is why Romo was able to throw for 249 yards on only 30 throws with three touchdowns, with only seven incompletions.
A report surfaced Saturday that the Bucs could choose to keep Morris?after the year,?but take away his duties as defensive coordinator. That may be a tough sell if the Bucs finish the season on a lifeless 10-game losing streak.
The Bucs are a sinking ship. With two road games left, it?s worth wondering if Morris has coached his last game at Raymond James Stadium.

Report slams Dutch Catholic Church over sex abuse (AP)
THE HAGUE, Netherlands ? As many as 20,000 children endured sexual abuse at Dutch Catholic institutions over the past 65 years, and church officials failed to adequately address it or help the victims, according to a long-awaited investigative report released Friday.
The findings detailed some of the most widespread abuse yet linked to the Roman Catholic Church, which has been under fire for years over abuse allegations in Europe, the United States and elsewhere.
Based on a survey of 34,000 people, the report estimated that 1 in 10 Dutch children suffered some form of sexual abuse ? a figure that rose to 1 in 5 among children who spent part of their youth in an institution such as a boarding school or children's home, whether Catholic or not.
"Sexual abuse of minors," it said bluntly, "occurs widely in Dutch society."
The findings prompted the archbishop of Utrecht, Wim Eijk, to apologize to victims on behalf of the Dutch church, saying the report "fills us with shame and sorrow."
The abuse ranged from "unwanted sexual advances" to rape, and abusers numbered in the hundreds and included priests, brothers and lay people who worked in religious orders and congregations. The number of victims who suffered abuse in church institutions likely lies somewhere between 10,000 and 20,000, according to the probe, which went back as far as 1945.
The commission behind the investigation was set up last year by the Catholic Church under the leadership of a former government minister, Wim Deetman, a Protestant, who said there could be no doubt church leaders knew of the problem. "The idea that people did not know there was a risk ... is untenable," he told a news conference.
Deetman said abuse continued in part because bishops and religious orders sometimes worked autonomously to deal with the abuse and "did not hang out their dirty laundry." However, he said the commission concluded that "it is wrong to talk of a culture of silence" by the church as a whole.
Colm O'Gorman, executive director of Amnesty International in Ireland and a victim of clergy abuse, criticized the Dutch inquiry because it was established by the church itself.
"It is the Dutch government that should be putting in place a meaningful investigation," O'Gorman said.
Even so, he said the report "highlights widespread abuse on a scale I think would be shocking to most Dutch people."
But O'Gorman added that "the scale of the abuse is in and of itself not the significant issue. It is whether it was covered up and, significantly, this report suggests it was."
Nearly a third of the Netherlands' 16 million people identify themselves as Catholic, making it the largest religion in the country, according to the Dutch Central Bureau for Statistics for 2008.
The Dutch probe followed allegations of repeated incidents of abuse at one cloister that spread to claims from Catholic institutions across the country.
The investigating commission received some 1,800 complaints of abuse at Catholic schools, seminaries and orphanages. It then conducted the broader survey of 34,000 people for a more comprehensive analysis of the scale and nature of sexual abuse of minors in the church and elsewhere.
In one order, the Salesians of Don Bosco, the commission found evidence that "sexually inappropriate behavior" among members "may perhaps have been part of the internal monastic culture."
Bert Smeets, an abuse victim, said the report did not go far enough in investigating and outlining in precise detail exactly what happened.
"What was happening was sexual abuse, violence, spiritual terror, and that should have been investigated," Smeets told The Associated Press. "It remains vague. All sorts of things happened, but nobody knows exactly what or by whom. This way they avoid responsibility."
The commission said about 800 priests, brothers, pastors or lay people working for the church were identified in the complaints. About 105 of them are still alive, although it is not known if they remain in church positions. Their names were not released.
Prosecutors said in a statement that Deetman's inquiry had referred 11 cases to them ? without naming the alleged perpetrators. Prosecutors opened only one investigation, saying the other 10 did not have sufficient details and happened too long ago to prosecute.
The latest findings add to the growing evidence of widespread clergy abuse of children documented in the United States, Canada, Ireland, Belgium and other countries, forcing Pope Benedict XVI to apologize to victims whose trauma was often hidden by church cover-ups.
In September, abuse victims and human rights lawyers, upset that no high-ranking church officials have yet to be prosecuted, filed a complaint in the United States urging the International Criminal Court to investigate the pope and top Vatican officials for possible crimes against humanity. The Vatican called the move a "ludicrous publicity stunt."
An American advocacy group involved in that case, the Center for Constitutional Rights, called the Dutch findings "yet another example of the widespread and systematic nature of the problem of child sex crimes in the Catholic Church."
"If similar commissions were held in every country, we would undoubtedly be equally appalled by the rates of abuse," it said.
Archbishop Eijk said the victims in the Netherlands would be compensated by a commission the Dutch church set up last month and which has a scale starting at $6,500 (euro5,000), rising to a maximum of $130,000 (euro100,000) depending on the nature of the abuse.
O'Gorman criticized the church-established compensation scheme.
"It is simply not appropriate for the church to be the decider" of compensation, he said. "It is important the Dutch government recognizes its responsibility to ensure access to justice ... to all victims."

BEIJING ? "Batman" star Christian Bale, in the midst of promoting a film he made in China that some critics have called propaganda, was physically stopped by government-backed guards from visiting a blind activist living under house arrest ? with a CNN crew in tow to record the scuffle.
CNN posted footage of the confrontation on its website Friday.
The run-in and publicity is likely to cause discomfort in China's government-backed film industry, which hopes Bale's movie "The Flowers of War" will be a creative success at home and abroad. The star's actions are sure to focus attention on the plight of Chen Guangcheng, guarded around the clock by burly, aggressive security men who have blocked dozens of reporters and fellow activists trying to see him in the past.
Bale was to leave China on Friday and his representatives could not immediately be reached for comment.
Bale, who won a best supporting actor Oscar for last year's "The Fighter," traveled Thursday with a crew from CNN to the village in eastern China where Chen, the blind lawyer, lives with his family in complete isolation.
They were stopped at the entrance to Dongshigu village in Shandong province by unidentified men.
The video footage shows Bale asking to see Chen, with a CNN producer providing interpretation, but being ordered by one of the guards to leave. He then asked why he was unable to pass through. The guards responded by trying to grab or punch a small video camera Bale was carrying.
"What I really wanted to do was to meet the man, shake his hand and say what an inspiration he is," Bale was quoted as saying by CNN.
Chen's case has been raised publicly by U.S. lawmakers and diplomats, including Secretary of State Hillary Rodham Clinton, all to no response from China.
CNN said Bale first learned of Chen from news reports when he was in China filming "The Flowers of War," China's official submission this year for best foreign language film Oscar.
"Chen Guangcheng is a newsworthy figure ... and as such it is in the interest of CNN's global viewers to hear from him," CNN said in a statement. "Mr. Bale reached out to CNN and invited us to join him on his journey to visit Chen."
Chen, a self-taught lawyer who was blinded by a fever in infancy, angered authorities after documenting forced late-term abortions and sterilizations and other abuses by overzealous authorities trying to meet population control goals in his rural community. He was imprisoned for allegedly instigating an attack on government offices and organizing a group of people to disrupt traffic, charges his supporters say were fabricated.
Although now officially free under the law, he has been confined to his home in the village eight hours' drive from Beijing and subjected to periodic beatings and other abuse, activists say.
While Bale's visit focuses new attention on Chen's case, CNN's role raises questions about activism and advocacy among reporters, said David Bandurski, editor of the China Media Project website at the University of Hong Kong.
"It made me instantly uncomfortable, wondering how it all came together. It raises questions about where the lines are drawn," Bandurski said.
The incident also drew strong interest ? most of it highly positive ? on social networking sites such as Twitter and its Chinese equivalent, Weibo.
Having their star's name pinging across the Internet in connection with such a politically sensitive subject puts promoters of "The Flowers of War" in a bind. The film opens in China on Friday and next week in the United States.
Directed by the renowned Zhang Yimou, it is also the most expensive Chinese movie ever made, at $94 million, some of which came from the state-owned Bank of China.
The movie centers on the 1937 sacking of the eastern city of Nanjing, a central event in China's pre-revolutionary "century of humiliation" and has been described by some critics as hewing to official propaganda portraying Chinese as heroic victims and Japanese as one-dimensional cartoon villains.

95% The Artist
To call The Artist stylish is an understatement. The film beautifully appropriates the vocabulary of the silent era. When a crowd applauds wildly in one scene, we hear nothing. In another when George raises his hands to his head and looks up to the sky to scream, the sound is deafening in its silence. In its place, we have a lush (mostly) instrumental soundtrack married with the gorgeous contrast of black and white film. The visual cues of light and dark shadows are that much more crucial because there is no sound to inform the narrative. The Artist is sincerely a loving re-creation of the silent period. Not as the works exist today, but as we imagine them to be. The appropriation is truthfully a lot better than what remains from the actual movies of that time. There are no missing frames or deteriorated quality. The actors' movements are fluid, not jumpy or rushed. Intertitles are used, but only sparingly allowing the viewer to connect with the actors through reading their lips and gestures. The acting feels more natural and informed by the current age. Yes the performers must rely on facial expressions and body language to indicate emotion, but the execution is restrained. We're spared the artificial, melodramatic faces that mar productions of that time period. This is the silent era as re-imagined with technological panache. The mood is luxurious and nostalgic. Breathtaking is an overused word, but it fits.The Artist is marked by a poetic beauty. How can you not love a film that is (virtually) silent yet speaks volumes? Although The Jazz Singer was released in 1927 and is recognized as the first commercially successful talking picture, the majority of movies released were still silent for the next two years. It wasn't until 1929 that the format eventually took off. Ernst Lubitsch's The Patriot was the last silent to be nominated for Best Picture in 1929. That will change this year. It takes chutzpah to make a silent movie in 2011. The fact that it's so darn good, is just an additional benefit. As a period piece, it brilliantly captures the early age of sound, but the plot also presents a searing emotional drama about ego and the transitory nature of fame. In a word, it's stunning and reminiscent of classics like Singing in the Rain and Sunset Boulevard in terms of themes addressed. I dare say this ranks favorably when compared alongside side those jewels of the silver screen. The Artist is a film for the ages.

THE HAGUE, Netherlands ? Thousands of children suffered sexual abuse in Dutch Catholic institutions, and church officials failed to adequately address the abuse or help the victims, according to a long-awaited investigation released Friday.
The report by the an independent commission said Catholic officials failed to tackle the widespread abuse "to prevent scandals." The suspected number of abuse victims who spent some of their youth in church institutions likely lies somewhere between 10,000 and 20,000, according to a summary of the report.
Based on a survey among more than 34,000 people, the commission estimated that one in 10 Dutch children suffered some form of abuse. The number doubled to 20 percent of children who spent part of their youth in an institution ? whether Catholic or not.
The commission said it received some 1,800 complaints of abuse at Catholic schools, seminaries and orphanages and that the institutions suffered from "a failure of oversight." It then conducted the broader survey of the general population for a more comprehensive analysis of the scale and nature of sexual abuse of minors.
The commission was set up last year under the leadership of former government minister Wim Deetman to investigate allegations of abuse dating from 1945.
Deetman said that the problem of abuse continued in part because the Catholic church organization in the Netherlands was splintered, so bishops and religious orders sometimes worked autonomously to deal with abuse and "did not hang out their dirty laundry."

The Dutch Bishops Conference scheduled a press conference for Friday afternoon to respond to the report.
The investigation followed allegations of repeated incidents of abuse at one cloister that quickly spread to claims from Catholic institutions across the country, echoing similar scandals around the world.
The commission identified about 800 priests, brothers, pastors or lay people working for the church who had been named in the complaints. About 105 of them were still alive, although it was not known if they remained in church positions, the report said. The Dutch branch of the Catholic church agreed last month to launch a compensation system that clears the way for victims of abuse by priests and other church workers to receive payments.
The new compensation system has a scale starting at euro5,000 ($6,500) and rising to a maximum of euro100,000 ($130,000) depending on the nature of the abuse.
According to the Dutch Central Bureau for Statistics, 29 percent of the Dutch population of 16 million identified themselves as Catholics in 2008, making it the largest religion in the country.

High court to hear suit over Cheney event arrest
WASHINGTON (AP) ? The Supreme Court said Monday it will hear an appeal from Secret Service agents who say they should be shielded from a lawsuit over their arrest of a Colorado man who confronted Vice President Dick Cheney.
The justices will review a federal appeals court decision to allow Steven Howards of Golden, Colo., to pursue his claim that the arrest violated his free speech rights. Howards was detained by Cheney's security detail in 2006 after he told Cheney of his opposition to the war in Iraq.
Howards also touched Cheney on the shoulder, then denied doing so under questioning. Appellate judges in Denver said the inconsistency gave the agents reason to arrest Howards.
Even so, the appeals court said Howards could sue the agents for violating his rights ? an unusual twist that the agents and the Obama administration said conflicts with other appeals court decisions and previous high court rulings in similar cases.
Justice Elena Kagan is not taking part in the case, probably because she worked on it while serving in the Justice Department.
Howards' lawsuit grew out of a chance encounter with Cheney at a shopping center in the mountain resort of Beaver Creek.
The environmental consultant, now 59, was taking his older son to a piano recital when he saw Cheney emerge from a grocery store and begin talking to people and shaking hands. Howards came to the attention of Cheney's security detail when an agent heard him say into his cell phone that he was going to ask Cheney "how many kids he killed today."
While the son continued to the recital, Howards waited to meet the vice president. When it was his turn, Howards told Cheney his "policies in Iraq are disgusting," according to court papers. Then, as he departed, Howards touched Cheney's right shoulder with his open hand. Agents who witnessed the contact did not think it was serious enough to justify an arrest.
Still, Agent Virgil D. "Gus" Reichle Jr. was asked to interview Howards because of the confrontation and the overheard cell phone conversation. Reichle testified that Howards at first refused to talk to him, then denied that he assaulted Cheney or even touched him.
According to Howards, the agent also became "visibly angry" when Howards again expressed his views about the war. Reichle said that the overheard cell phone conversation, the confrontation with Cheney, Howards' initial refusal to talk and other factors led him to arrest Howards for assault. He later was charged with harassment, but that charge was dismissed. The other agent, Dan Doyle, overheard Howards' cell phone comment.
Howards filed his civil rights suit soon after.
The situation was made worse, he said, by the presence of his younger son, then 8. He witnessed his father get handcuffed and taken away. Howards asked what would happen to his son.
"He told me, 'We'll contact social services,'" Howards said. "I wasn't in a position to go ballistic, but I can still hear him saying that in my head."
The legal issue in the case is whether agents, and other law enforcement officers, should be shielded from rights lawsuits when they have a good reason, or probable cause, to make an arrest.
The administration says that officers responsible for protecting the president and vice president have to make quick decisions about potential threats and often work in politically charged environments.
In deciding whether to make an arrest, "these agents should not err always on the side of caution because they fear being sued," Solicitor General Donald Verrilli Jr. said in court papers.
Sean Gallagher, the agent's Denver-based lawyer, said "the court should be very careful that it doesn't' develop a rule that inhibits the ability of the Secret Service to protect the president."
The Supreme Court has previously ruled out damages claims for retaliatory prosecutions when there was probable cause to bring criminal charges in the first place. Some appeals courts already have extended that rule to retaliatory arrests.
In a telephone interview, Howards said the government is trying to make it easier for law enforcement to arrest people. "I'd prefer if the Justice Department would simply acknowledge that it's not OK to arrest people simply for disagreeing with government policies," Howards said.
Separately, David Lane, Howards' lawyer, has made clear that he wants to question Cheney under oath as the person best able to recount what happened. Courts have so far not allowed it.
Lane called on the high court "to vindicate free speech in America and to stop abusive law enforcement from retaliating against people when they speak out."
The case will be argued in the spring.
The case is Reichle and Doyle v. Howards, 11-262.
