It may seem difficult to believe, but iOS and Android users do share something in common: they both like to eat. But while Evernote Food for iOS has seen a couple of updates in recent months, its Android counterpart has been somewhat neglected. That ends today, though, with a huge 2.0 refresh that finally gives Evernote Food for Android parity with the iOS version, including a new navigation drawer with four main sections.

Breaking those down: Explore is a compiled list of Evernote-suggested recipes, My Cookbook stores clipped recipes from the main Evernote app and around the web, Restaurants lets you discover and bookmark places to eat (you can even make OpenTable reservations) and My Meals is essentially a food journal. As for platform discrepancies, the Android app has a Recently Viewed pane which the iOS version lacks, but the latter offers recipe-sharing while the Android one doesn't. So go ahead, foodie Android fans: download the app and get to sharing your favorite food memories. Remember, you don't have to say how you got that pizza delivered.

Obama Is Not the Reason There Aren't More High-Profile Black Politicians

The first black president hasn't recruited a wave of black politicians to follow him, and Politico's Jonathan Martin asks, essentially, whether President Obama has been a good enough black leader. Several black politicians respond that if Obama were that type of politician, he wouldn't have gotten elected in the first place. Missouri Rep. Emanuel Cleaver says, "If he concentrated on trying to set up some kind of brigade of black aspiring politicians where he would mentor them and so forth, somebody would introduce impeachment legislation." Atlanta Mayor Kasim Reed says, "If he had been viewed as this champion of black people helping a cadre of young black people would that have been helpful to the bigger mission of having a black man not just elected but reelected to the presidency?" That is a polite way of noting that since Obama's election, the national conversation about race hasn't always been enlightening ? it has sometimes devolved into a?bad country song, or Glenn Beck saying the president hates white people, or the demands?for an investigation into the "Obamaphone," which is actually the Reaganphone.

But while racism among some people, particularly in the South, plays a role, there are other barriers keeping black politicians from winning statewide. These things were not Obama's creation.

Black voter turnout exceeded white voter turnout in 2012 for the first time ever, the Associated Press?reports today, based on a new analysis by the?Brookings Institution. Yet, Martin points out, "African-Americans are scarce and bordering on extinct in the U.S. Senate and governorships." Is this because Obama hasn't cultivated them? It's not that simple.?The American Prospect's Jamelle Bouie explained last year that while almost half of senators had first served in the House, no black representative had made the leap to the Senate. (The only one that has made the leap since, Tim Scott, was appointed to replace Jim DeMint after the senator quit for a $1 million job at the Heritage Foundation.) There are a couple reasons it's hard to make the jump: black representatives tend to come from big states, so they're less well known, and they tend to have very liberal voting records.?And black politicians tend to represent less affluent districts, meaning it harder for them to raise the huge amount of cash needed to win a Senate seat.

Especially in the South, black Democrats and white Republicans have worked together to pack black people in a few congressional districts, meaning black representatives don't have much incentive to position themselves as moderate. (Georgia Rep. John Lewis and South Carolina Rep. Jim Clyburn told Politico that they "have concluded that district-packing is detrimental and stated that they'd be OK with representing more diverse districts.")?It's easier for black politicians to win statewide races when their congressional districts aren't overwhelmingly black. That was true of Obama when he was a state senator ? his district was redrawn in 2000 to include more wealthy white liberals. Bouie thinks Obama's loss in a 2000 House race in Chicago is what "freed him to build a multiracial constituency outside of Chicago's South Side."

Computer scientists suggest new spin on origins of evolvability: Competition to survive not necessary?

Apr. 26, 2013 ? Scientists have long observed that species seem to have become increasingly capable of evolving in response to changes in the environment. But computer science researchers now say that the popular explanation of competition to survive in nature may not actually be necessary for evolvability to increase.

In a paper published this week in PLOS ONE, the researchers report that evolvability can increase over generations regardless of whether species are competing for food, habitat or other factors.

Using a simulated model they designed to mimic how organisms evolve, the researchers saw increasing evolvability even without competitive pressure.

"The explanation is that evolvable organisms separate themselves naturally from less evolvable organisms over time simply by becoming increasingly diverse," said Kenneth O. Stanley, an associate professor at the College of Engineering and Computer Science at the University of Central Florida. He co-wrote the paper about the study along with lead author Joel Lehman, a post-doctoral researcher at the University of Texas at Austin.

The finding could have implications for the origins of evolvability in many species.

"When new species appear in the future, they are most likely descendants of those that were evolvable in the past," Lehman said. "The result is that evolvable species accumulate over time even without selective pressure."

During the simulations, the team's simulated organisms became more evolvable without any pressure from other organisms out-competing them. The simulations were based on a conceptual algorithm.

"The algorithms used for the simulations are abstractly based on how organisms are evolved, but not on any particular real-life organism," explained Lehman.

The team's hypothesis is unique and is in contrast to most popular theories for why evolvability increases.

"An important implication of this result is that traditional selective and adaptive explanations for phenomena such as increasing evolvability deserve more scrutiny and may turn out unnecessary in some cases," Stanley said.

Stanley is an associate professor at UCF. He has a bachelor's of science in engineering from the University of Pennsylvania and a doctorate in computer science from the University of Texas at Austin. He serves on the editorial boards of several journals. He has over 70 publications in competitive venues and has secured grants worth more than $1 million. His works in artificial intelligence and evolutionary computation have been cited more than 4,000 times.

Samsung's official Q1 earnings show $6.4 billion in net profit

Samsung Electronics has released its Q1 2013 numbers and as it predicted a few weeks ago, business continues to boom. Operating profits are 8.78 trillion won as predicted, while net profit is up to 7.15 trillion won ($6.4 billion), up sharply from the same quarter last year when its net profit was 5.50 trillion won. Last year at this time we were still anticipating details on the Galaxy S III, but this time around Samsung is on the eve of its worldwide launch for the Galaxy S 4, which should push sales even higher. According to the documents, it's maintained a "steady pace" for Galaxy S III sales, while Note II sales increased and the Tab2 series increased momentum. The news isn't as good for PCs, shipments decreased due to weak demand. earnings in its TV business were also down from last quarter, blamed on the same lower overall market demand noted by LG in its earnings.

While analysts asked the questions w'ed like to hear more about on the earnings call -- software updates to Android phones, the future of Tizen -- the responses were predictably bland. Samsung did mention it plans to push Android updates to customers faster than the competition, a trend that hopefully catches on. 'Ransomware' tricks victims into paying hefty fines

Computer users around the globe are being hit by a new kind of virus that freezes their computer and accuses them of committing heinous crimes, like distributing child porn. The threats sound real enough that victims are coughing up $200 to pay a "fine," and virus writer gangs are netting millions, security firms say.

The message that flashes across infected computer screens sounds downright scary:

"You have been viewing or distributing child porn ... violating article 202 of the Criminal Code of the United States of America," says one version,?allegedly sent by the FBI. A virus victim supplied the message to NBC News.

In each case, the accusation appears on a pop-up screen while the virus simultaneously disables the computer. The message often shows the user's IP address and city, and sometimes, recent websites visited by the victim.? The most alarming version activates the victim?s webcam, takes his or her picture, and displays it on the warning.

"They are saying, 'we know who you are, where you are, and what you were doing,'" said John Harrison, a security researcher with Symantec. "They attempt to scare the heck out of you."

The victim is then offered an option: pay a fine within 72 hours, and the charges will be dropped, while the computer will be restored.?

The malicious software is so cleverly crafted that it comes with 30 to 40 versions packed inside. It displays in the appropriate language for victims ? English, Spanish, Russian, etc.???and invokes the local federal authorities. A U.S. victim might get a notice from the FBI's Internet Crime Complaint Center, while a Canadian victim gets one from the Royal Canadian Mounted Police.

The message is fake, of course???and even those who pay the "fine" still have a broken computer. But victims worldwide are falling for it. Harrison said for one version he tracked, roughly 3 percent of victims actually paid up. The criminals behind that virus netted $5 million, Symantec estimates.

With results like that, other virus gangs have been quick to copy the profitable formula. Symantec believes that gangs who spent the past couple of years making money tricking consumers into paying for fake antivirus software have all taken up the fake criminal charges and fine scam.

"So many of these folks have jumped on the bandwagon," Harrison said. "They have really transitioned into this."

The general technique is called ransomware???a virus disables the computer, allegedly holding it hostage until a ransom is paid???and it's not new. But the clever combination of an abrupt interruption, the localization trick, and the severity of the accusation catches many victims unaware, and they let their guard down enough to pay the fine.

There are no hard numbers on the frequency of ransomware, but there's plenty of anecdotal evidence it's on the rise. In February, Europol busted a multi-national crime ring involving a Russian programmer arrested in the United Arab Emirates, and 10 others arrested in Madrid, Spain. There were victims across 30 countries.? Authorities in Spain said 700,000 Spaniards had contacted the government asking for help after becoming infected.

The agency issued another warning about the scam on April 11.

?Fraudsters are deploying extortion techniques using Europol's identity and logo to con EU citizens out of money,? the warning says. ?Variations of this con, using the identities of other international and European agencies, are also in circulation.?

It's possible the problem is even worse than security firms realize, because many victims may not be reporting the infection, Harrison said.

"If you were at work and there was a message on your screen that said you were viewing child porn, would you run to get your IT department?" he said.

Most victims pick up the virus by visiting booby-trapped web pages that surreptitiously install software on victims' machines through "drive-by? download, or by downloading free software from disreputable sites.? In fact, some variations of the virus accuse victims of violating copyright law, knowing that is likely true.

Victims shouldn't pay the fine, Harrison said, but they should know that various software tools ? including free tools available at Symantec???can rid their machines of the virus.

WASHINGTON (AP) ? U.S. intelligence has concluded with "varying degrees of confidence," that the Syrian government has twice used chemical weapons in its fierce civil war, the White House and other top administration officials said Thursday.

However, officials also said more definitive proof was needed and the U.S. was not ready to escalate its involvement in Syria beyond non-lethal aid, despite President Barack Obama's repeated public assertions that Syria's use of chemical weapons, or the transfer of its stockpiles to a terrorist group, would cross a "red line."

The White House disclosed the new intelligence Thursday in letters to two senators, and Defense Secretary Chuck Hagel, traveling in Abu Dhabi, also discussed it with reporters. The letters were sent in response to questions from members of Congress who are eager for the administration to arm the rebels or get involved militarily.

The Syrian civil war has dragged on for more than two years, with an estimated 70,000 dead. In addition to members of Congress, Leon Panetta and Hillary Rodham Clinton, as secretaries of defense and state, have urged Obama to increase U.S. involvement.

"Our intelligence community does assess, with varying degrees of confidence, that the Syrian regime has used chemical weapons on a small scale in Syria, specifically, the chemical agent sarin," the White House said in its letters, which were signed by Obama's legislative director, Miguel Rodriguez.

Shortly after the letters were made public, Secretary of State John Kerry said on Capitol Hill that there were two instances of chemical weapons use.

It was not immediately clear what quantity of weapons might have been used, or when or what casualties might have resulted. Hagel said many of those details were classified.

Sarin is an odorless nerve agent that can be used as a gas or a liquid, poisoning people when they breathe it, absorb it through their skin or eyes, or take it in through food or water. In large doses, sarin can cause convulsions, paralysis and death. According to the Centers for Disease Control and Prevention, people usually recover from small doses, which may cause confusion, drooling, excessive sweating, nausea and vomiting.

The Aum Shinrikyo cult used sarin in attacks in the Tokyo subway system in 1995 that killed 12 people and sickened thousands.

Obama has said the use of chemical weapons would be a "game-changer" in the U.S. position on intervening in the Syrian civil war, and the letter to Congress reiterated that the use or transfer of such weapons in Syria was a "red line for the United States." However, officials quickly made clear that a stepped up U.S. response was not imminent.

A senior defense official said the White House letter was not an "automatic trigger" for policy decisions on the use of military force. The official alluded to past instances of policy decisions that were based on what turned out to be flawed intelligence, such as the Bush administration's decision to invade Iraq after concluding that Saddam Hussein had weapons of mass destruction, including nuclear weapons.

Lawmakers from both parties sounded less than patient in this case.

Sen. Dick Durbin of Illinois, a member of the Democratic leadership, was asked what should be done about the crossing of what the administration has called a red line. He said, "That's up to the commander in chief, but something has to be done."

And Sen. John McCain, R-Ariz., said, "I think it's pretty obvious that that red line has been crossed. Now I hope the administration will consider what we have been recommending now for over two years of this bloodletting and massacre and that is to provide a safe area for the opposition to operate, to establish a no-fly zone and provide weapons to people in the resistance who we trust."

The White House said the current intelligence assessments are based in part on "physiological samples." Officials wouldn't say specifically what information they are lacking in order to conclusively determine that Syrian President Bashar Assad's government used chemical weapons.

However, the White House letters emphasized a need for the completion of a stalled U.N. investigation.

But it's unclear whether U.N. inspectors will ever be able to conduct a full investigation in areas where there is the most evidence of chemical weapons use. The Syrian government has so far refused to allow the U.N. experts to go anywhere but Khan al-Assal, where Assad's government maintains the rebels used the deadly agents.

A senior administration official said the U.S. was consulting with allies and looking for other ways to confirm the intelligence assessments.

The officials commented only on condition of anonymity because they were not authorized to speak publicly.

Until Thursday, the U.S. had resisted joining a growing number of allied nations that claim to have evidence that Syrian leader Assad's government has deployed chemical weapons.

Last month, British and French ambassadors to the United Nations told Secretary General Ban Ki-moon that the government used chemical weapons near Aleppo, in Homs and possibly in the capital of Damascus. Pressure mounted on the U.S. this week when two key allies in the Middle East ? Israel and Qatar ? also said there was evidence that Assad had used chemical weapons.

Following the U.S. disclosure, NATO spokeswoman Oana Lungescu said, "There would doubtlessly be a very strong reaction from the international community if there were evidence that chemical weapons had been used."

The White House, in its letters to Capitol Hill, said that "because the president takes this issue so seriously, we have an obligation to fully investigate any and all evidence of chemical weapons use within Syria."

The letters were sent to McCain and to Sen. Carl Levin, D-Mich.

The letters also said the U.S. believes the use of chemical weapons "originated with the Assad regime." That is consistent with the Obama administration's assertion that the Syrian rebels do not have access to the country's stockpiles.

This year?s BCA annual workshop was held last week at the Capital Hotel in Little Rock with Arkansas BCA members hosting their colleagues from across the nation.

?Led by program chair Trennis Henderson and his team, those attending the 2013 BCA workshop in Little Rock experienced an outstanding mix of challenging professional development, along with time for building important relationships with colleagues,? said Jim Veneman, BCA?s newly elected president. Veneman, director of visual communication for Union University, is a 1975 Ouachita graduate.

?The theme for this year?s workshop was ?Mission: Impact.? The goal was to highlight the life-changing impact our work can have as Christian communicators as well as our professional mission,? Veneman added. ?From start to finish we were reminded of the many ways we reach a lost world. Creative breakout sessions, outstanding field trips and a powerful mission experience provided the heart of an excellent workshop.?

The four-day workshop featured professional development breakout sessions, networking and fellowship as well as field trips to Heifer International and the Clinton Presidential Library plus the annual Wilmer C. Fields Awards Banquet. Ouachita?s Office of Communications earned two BCA awards in the national competition ? one for the music video, ?OBU Lipdub: Tunes Unleashed? and one for the design of the new Dr. Jack?s Coffeehouse logo.

?Tunes Unleashed,? released in December 2012, has been viewed at www.vimeo.com/obu/lipdub more than 15,000 times in more than 80 nations. It was produced by the Office of Communications in partnership with student volunteers, the Office of Admissions Counseling and Dean Film & Video of Memphis, Tenn.

The Dr. Jack?s Coffeehouse logo was designed in honor of Ouachita?s founding president, Dr. John W. ?Jack? Conger. The Office of Communications staff worked with Ferris Williams, assistant professor of visual arts, to design the award-winning logo which is featured on coffeehouse signage, coffee mugs and T-shirts.

BCA, founded in 1953, is marking its 60th anniversary this year. Seeking to update the organization?s professional branding, BCA leaders invited members to submit designs for a new logo to be voted on by fellow members and officers.

Three of Zimny?s designs were among the top five submissions, with one of the three being adopted as BCA?s new logo. She and her husband, Ren? Zimny, OBU?s assistant director of graphic services and a 2008 Ouachita graduate, collaborated on the logo designs. The winning logo was unveiled during the final session of last week?s workshop. The presentation included a plaque presented to Zimny, the unveiling of a new BCA banner featuring the logo and a reception following the presentation that included a cake sporting the new logo design.

?The annual BCA meeting is something I look forward to every year, but it was especially memorable this year serving on the program committee that planned and hosted the event,? Zimny said. ?It was fun introducing communicators from across the nation to Little Rock and many of the Ouachita alums in the area who are experts in the communications field. Being recognized for designing the new BCA logo was a huge honor and incredibly humbling ? especially after seeing so much great work from our peers throughout the workshop and awards banquet.?

Two Ouachitonians were awarded academic scholarships by BCA. Rachel Gilmer, a senior mass communications major from Princeton, Texas, received a $1,000 undergraduate scholarship and Mary Lynn Burns, a 2006 Ouachita graduate, received a $500 graduate scholarship. The scholarships are awarded ?to encourage the growth and professional development of college, university and seminary students in the field of Baptist communications.?

Other Ouachita alumni and faculty members who participated in the annual workshop include:

? Dr. Terry Carter, associate dean of Ouachita?s Pruet School of Christian Studies, and Dr. Ken Shaddox, a 1983 OBU graduate and senior pastor of Park Hill Baptist Church in North Little Rock, led morning devotionals for workshop participants.

? Andy Dean, founder and president of Dean Film & Video, is a former Ouachita student. He led breakout sessions on ?Visual Impact I: Telling Your Story while Building the Brand? and ?Visual Impact II: Creating Quality through Cinematic Motion.?

? Alyse Eady, a 2010 Ouachita graduate, Miss Arkansas 2010 and co-anchor of ?Today?s THV This Morning,? was the featured speaker and performer at BCA?s opening reception at the Old State House.

? Brent Gambill, a 2001 OBU grad, serves as vice president and director of digital media for Martin-Wilbourn Partners in Little Rock. He was the featured speaker during the conference?s keynote luncheon, addressing the issue of ?Social Media Impact: Embrace Faith.?

? Dr. Craig Hamilton, OBU?s Lena Goodwin Trimble Professor of Music and director of bands, led the OBU Jazz Combo in performing at the Wilmer C. Fields Awards Banquet. In addition to Hamilton playing trumpet, five Ouachita students performing in the jazz combo were: Michael Curtis, bass; Chris Mazen, piano; Brent Nessler, tenor saxophone; Bret Steed, trombone; and Zach Zucha, drums.

? Denver Peacock, a 1994 OBU graduate, is senior vice president and chief marketing officer for Cranford Johnson Robinson Woods in Little Rock. He led a breakout session on ?Maximizing Marketing: Moms, Bikes, Hoops & Hogs.?

Obama breaks promise?again?on Armenian ?genocide?

Doing so would have angered NATO ally Turkey.

"Ninety-eight years ago, 1.5 million Armenians were massacred or marched to their deaths in the final days of the Ottoman Empire. We pause to reflect on the lives extinguished and remember the unspeakable suffering that occurred," Obama said in a statement released by the White House. "In so doing, we are joined by millions across the world and in the United States, where it is solemnly commemorated by our states, institutions, communities, and families. We also remind ourselves of our commitment to ensure that such dark chapters of history are not repeated."

Obama, who called the massacre "genocide" during his 2008 run for the White House and vowed to use the term as president, stopped short of doing so in his statement, as he has in the past. Turkey, a NATO member, fiercely disputes the genocide charge and has warned that formal U.S. steps to use the term will hamper relations. Turkey's ambassador to Washington, Namik Tan, sharply criticized a similar statement from Obama in 2011, taking to Twitter to denounce it as inaccurate, flawed and one-sided.

"Nations grow stronger by acknowledging and reckoning with painful elements of the past, thereby building a foundation for a more just and tolerant future," Obama said, in an implicit appeal to Turkey. "We appreciate this lesson in the United States, as we strive to reconcile some of the darkest moments in our own history. We recognize those courageous Armenians and Turks who have already taken this path, and encourage more to do so, with the backing of their governments, and mine."

The chairman of the Armenian National Committee of America, Aram Hamparian, denounced Obama?s statement, accusing the president of bowing to Turkey?s ?gag rule? on the issue.

"Our President's complicity in Turkey's denial of truth and its ongoing obstruction of justice will not derail our progress toward a truthful, fair, and comprehensive international resolution of Turkey's still unpunished crime against the Armenian nation,? Hamparian said in a statement.

Armenian-American celebrity Kim Kardashian marked the event on her official Twitter feed, @kimkardashian.

The issue is a powerful one for Armenian-Americans. The Armenian Reporter news site has repeatedly and forcefully condemned what it mockingly calls "amnesia" on the part of Obama and former Secretary of State Hillary Clinton, who as senators co-sponsored a resolution calling for the use of the term "genocide" when discussing the tragedy.

On Oct. 2, 2008, the paper published a letter from then-candidate Obama in which he trumpeted "my firmly held conviction that the Armenian Genocide is not an allegation, a personal opinion, or a point of view, but rather a widely documented fact supported by an overwhelming body of historical evidence."

"The facts are undeniable. An official policy that calls on diplomats to distort the historical facts is an untenable policy," Obama wrote. "As President I will recognize the Armenian Genocide."

Twenty-two countries have recognized the events of 1915 as genocide, and 42 U.S. states have done so as well, either by legislation or proclamation. Congressional resolutions aimed at doing the same at the national level have never become law. Successive presidents have objected on grounds that doing so risks angering Turkey.

Gut bacteria byproduct predicts heart attack and stroke

Apr. 24, 2013 ? A microbial byproduct of intestinal bacteria contributes to heart disease and serves as an accurate screening tool for predicting future risks of heart attack, stroke and death in persons not otherwise identified by traditional risk factors and blood tests, according to Cleveland Clinic research published today in The New England Journal of Medicine.

The research team was led by Stanley Hazen, M.D., Ph.D., Vice Chair of Translational Research, Chair of the Department of Cellular and Molecular Medicine for the Lerner Research Institute and section head of Preventive Cardiology & Rehabilitation in the Miller Family Heart and Vascular Institute at Cleveland Clinic, and W.H. Wilson Tang, M.D., Department of Cardiovascular Medicine in the Miller Family Heart and Vascular Institute and Lerner Research Institute.

The current study is an extension of Dr. Hazen's previous work, in which he found that a chemical byproduct called trimethylamine N-oxide (TMAO) is produced when intestinal bacteria digest the nutrient phosphatidylcholine, commonly known as lecithin. The prior research showed that TMAO levels in the blood were associated with heart disease. Dr. Hazen and colleagues have now confirmed that gut flora are essential in forming TMAO in humans and demonstrated a relationship between TMAO levels and future cardiac events like heart attack, stroke, and death -- even in those with no prior evidence of cardiac disease risk.

To demonstrate the role of gut flora in forming TMAO, human subjects were asked to eat two hard-boiled eggs (a common dietary source of lecithin) and a capsule of labeled lecithin (as a tracer). After ingestion, TMAO levels in the blood increased. However, when these same subjects were given a brief course of broad-spectrum antibiotics to suppress their gut flora, their TMAO levels were suppressed, and no additional TMAO was formed, even after ingesting lecithin. These results demonstrated that the intestinal bacteria are essential for the formation of TMAO.

In the second phase of the study, the researchers measured TMAO levels in a large, independent, clinical cohort -- consisting of more than 4,000 adults undergoing cardiac evaluation at Cleveland Clinic -- over a three-year follow-up period. They found that higher TMAO blood levels were associated with higher future risks of death and nonfatal heart attack or stroke over the ensuing three-year period, independent of other risk factors and blood test results. These results complement those of another recent study of Dr. Hazen's linking gut flora metabolism of a structurally similar nutrient found in animal products, carnitine, to TMAO production and heart attack risk.

"Heart disease remains the No. 1 killer, and while we know how to reduce cholesterol, treat blood pressure, and reduce cardiac risks through diet and other interventions, a substantial residual risk still remains," Dr. Hazen said. "We need to find new pathways to attack heart disease, and these findings strongly suggest that further research into the involvement of gut microbiome in the development of cardiovascular disease could lead to new avenues of prevention and treatment of heart disease."

Dr. Hazen further suggested, "These studies show that measuring blood levels of TMAO could serve as a powerful tool for predicting future cardiovascular risk, even for those without known risk factors. More studies are needed to confirm that TMAO testing, like cholesterol, triglyceride or glucose levels, might help guide physicians in providing individualized nutritional recommendations for preventing cardiovascular disease. Our goal is not to suggest dietary restrictions of entire food groups. Eggs, meat and other animal products are an integral part of most individuals' diets. Our work shows, however, that when digesting these foods, gut flora can generate a chemical mediator, TMAO, that may contribute to cardiovascular disease."

Government loan to Fisker to be scrutinized in congressional hearing

DETROIT (Reuters) - The U.S. Department of Energy's (DOE) 2009 decision to grant Fisker Automotive a $529 million loan will be heavily scrutinized on Wednesday during a congressional hearing that is being held as the automaker verges on collapse.

Among the key questions is whether Fisker's prospects were strong enough at the start to warrant the DOE's backing, which helped trigger a flood of private financing for Fisker.

Fisker's failure to make a payment on the DOE loan Monday is the latest of its troubles. In recent weeks, Fisker has fired 75 percent of its workforce and hired bankruptcy advisors. It has not built a car since July.

"The Obama Administration owes the American taxpayer an explanation as to why this bad loan was made in the first place, and what they are going to do to minimize the loss that taxpayers face," said Ohio Republican Jim Jordan, chairman of the subcommittee holding Wednesday's hearing.

The House Oversight and Government Reform committee will hear testimony from Henrik Fisker, who founded Fisker in 2007 and abruptly resigned as executive chairman in March.

Nicholas Whitcombe, supervisory senior investment officer for the DOE loan program and Fisker co-founder Bernhard Koehler will also testify.

The DOE's early public support helped open doors for Fisker, which sells the $100,000-plus Karma plug-in hybrid sports car. Fisker has raised $1.2 billion in private funds to date, according to SEC filings.

The 2009 loan signaled that the DOE had done a rigorous review of the project, said Salo Zelermyer, a senior counsel at the DOE under the Bush administration and who also helped create the auto loan program. The loan program was funded in late 2008.

"It's fair to say the projects the DOE chose to proceed with were clearly given an added credibility with folks on the outside," said Zelermyer, now a senior counsel at Bracewell and Giuliani in Washington D.C.

FISKER IS "ADRIFT"-ANALYST

Fisker never received the full $529 million loan. It got $192 million before the DOE quietly decided to freeze Fisker's credit line in June 2011 when it became clear that Fisker would not meet performance milestones as part of the loan agreement.

Neither the DOE nor Fisker publicly disclosed that decision until early 2012. Lawyers and a DOE official said the department was not obligated to divulge its decision on Fisker.

In the confidential "information statement" sent to shareholders in December 2011 and obtained by Reuters, Fisker said it "will not meet certain financial covenants and project milestones" required in the DOE agreement, including earnings, net worth and certain financial ratio targets.

Fisker's troubles comes after a string of green technology flops, including last year's bankruptcy of Fisker's lithium-ion battery supplier, A123 Systems .

Forecasts in 2009 for the sale of hybrid and electric vehicles far outstripped subsequent demand.

"I'm not sure there is anything anyone can say or do to help Fisker," said Theodore O'Neill, an analyst with Litchfield Hills Research LLC. "The company is adrift without Henrik.

"The supply chain is broken so they can't get parts on credit anymore and while it is one of the most beautiful cars on the road, there is insufficient demand," he added.

Lawmakers may raise questions about the relationship between the DOE and Fisker, which has been strained in recent months, people familiar with the matter have said.

The terms of Fisker's pact with the DOE were enough to put off potential suitors, including Chinese automaker Geely Automobile Holdings Ltd . The conditions included an obligation to restore capacity and jobs at the company's Delaware plant according to a schedule imposed by the U.S. government.

Officials with Fisker could not be reached for comment.

Joslin scientists report significant findings about the location, genetic expression and function of human brown adipose tissue (BAT) and the generation of new BAT cells. These findings, which appear in the April 2013 issue of Nature Medicine, may contribute to further study of BAT's role in human metabolism and developing treatments that use BAT to promote weight loss.

Two types of adipose (fat) tissue ? brown and white -- are found in mammals. Unlike the more predominant white adipose tissue (WAT) which stores fat, BAT burns fat to produce heat when the body is exposed to cold and also plays a role in energy metabolism. Human studies have shown that greater quantities of BAT are associated with lower body weight. BAT has been a major focus of study among scientists and pharmaceutical companies based on its potential as a treatment to combat obesity, a major risk factor for type 2 diabetes.

Studies in mice have identified two types of BAT: constitutive or "classical" BAT which is present at birth and persists throughout life and recruitable or "beige" BAT which can be produced from within white fat in response to metabolic conditions. These two types of BAT may also be present in humans.

Previous studies have identified the human neck as a primary location for BAT deposits. To determine the precise locations of these deposits, Joslin scientists obtained fat samples from five neck regions of patients undergoing neck surgery. Analysis of the samples showed that BAT was most abundant in deep regions of the neck, near the carotid sheath and longus colli muscles. These samples expressed the BAT marker gene, uncoupling protein 1 (UCP1), which is involved in heat generation. "BAT is most abundant in the deep locations of the neck, close to the sympathetic chain and the carotid arteries, where it likely helps to warm blood and raise body temperature. Now that we know where brown fat is, we can easily collect more cells for further study," says Aaron M. Cypess, M.D., Ph.D., senior author and Assistant Investigator in the Section of Integrative Physiology and Metabolism and Assistant Professor at Harvard Medical School.

In analyzing genetic expression in superficial and deep human neck fat tissue, the fat from deep locations was found to most closely resemble cells from constitutive mouse BAT, the kind already known to consume large quantities of glucose and fat.

The Joslin scientists compared the oxygen consumption rate (OCR), which demonstrates the capacity to burn calories, of human BAT cells to mouse constitutive BAT cells and human WAT. This is the first study to directly measure brown fat cells' OCR at baseline. The OCR of the human BAT cells from the deep location next to the longus colli was nearly 50 percent of the mouse BAT cells; in contrast, the OCR of human WAT was only one-hundredth of the OCR found in the most active human BAT from the longus colli depot. "We show that at baseline, brown fat cells have a great capacity to burn fat," says Dr. Cypess.

The scientists were able to grow new functional brown fat cells (adipocytes) by differentiating precursor cells (preadipocytes) derived from both superficial and deep human neck fat tissue. When stimulated, the cells expressed the same genes as naturally occurring brown fat cells. This is the first report of the production of brown fat cells (adipogenesis) that can respond to pharmacological stimulation.

The Joslin scientists are following up on this study to learn more about the functions of BAT, including how it affects energy balance and uses glucose. Having the ability to produce brown fat cells outside the body will make it possible to develop drugs and other potential treatments that increase BAT activity to combat obesity. "Our research has significant practical applications. If we stimulate the growth of brown fat in people, it may burn their white fat and help them lose weight, which lessens insulin resistance and improves diabetes," says Dr. Cypess.

Hubble captures comet ISON

Apr. 23, 2013 ? This NASA Hubble Space Telescope image of Comet C/2012 S1 (ISON) was photographed on April 10, when the comet was slightly closer than Jupiter's orbit at a distance of 386 million miles from the Sun (394 million miles from Earth).

Even at that great distance the comet is already active as sunlight warms the surface and causes frozen volatiles to sublimate. A detailed analysis of the dust coma surrounding the solid, icy nucleus reveals a strong jet blasting dust particles off the sunward-facing side of the comet's nucleus.

Preliminary measurements from the Hubble images suggest that the nucleus of ISON is no larger than three or four miles across. This is remarkably small considering the high level of activity observed in the comet so far, said researchers. Astronomers are using these images to measure the activity level of this comet and constrain the size of the nucleus, in order to predict the comet's activity when it skims 700,000 miles above the Sun's roiling surface on November 28.

The comet's dusty coma, or head of the comet, is approximately 3,100 miles across, or 1.2 times the width of Australia. A dust tail extends more than 57,000 miles, far beyond Hubble's field of view.

More careful analysis is currently underway to improve these measurements and to predict the possible outcome of the sungrazing perihelion passage of this comet.

WASHINGTON (Reuters) - Factory activity expanded at its slowest pace in six months in April, the latest sign that economic growth continued to lose momentum early in the second quarter, though the recovery has not been derailed.

Even as the economic picture has dimmed in recent weeks as the effects of government austerity started to filter through, strength in the housing market has provided an anchor.

New home sales in March were at their second-highest level in three years and overall house prices rose in February, other data showed on Tuesday.

"The numbers are not suggesting that the economy is surging, but none of them are really showing that the economy is falling off the cliff," said Jim O'Sullivan, chief U.S. economist at High Frequency Economics in Valhalla, New York.

Financial data firm Markit said its "flash," or preliminary, factory purchasing managers' index fell to 52.0 this month from 54.6 in March as output, employment and new orders pulled back.

It was the lowest index level since October, though a reading above 50 does indicate growth.

While the Markit PMI has a shorter history and has been trending higher than an established, competing index from the Institute for Supply Management, its direction is in line with other surveys showing a cooling in manufacturing activity in April.

The Richmond Federal Reserve Bank said on Tuesday its gauge of factory activity in the central Atlantic region dropped into negative territory this month, pulled down by weak shipments and new orders.

The region covers the District of Columbia, Maryland, North Carolina, South Carolina, Virginia, and most of West Virginia. These are among states expected to be hardest hit by deep government spending cuts, known as the sequester.

SLACKENING ACTIVITY

Taken together with other weak regional manufacturing surveys released so far this month, Tuesday's factory data pointed to a slackening in activity at the start of the second quarter, economists said.

Although manufacturing accounts for only about 12 percent of the U.S. economy, it has played a pivotal role in the recovery from the 2007-09 recession.

The government is expected to report on Friday that the economy grew at a 3.0 percent annual rate in the first quarter, according to a Reuters survey, rebounding from a paltry 0.4 percent gain in the final three months of 2012.

Economists, however, are looking for an expansion of only around 1.5 percent or so in the April-June period.

Data ranging from employment to retail sales and manufacturing weakened significantly in March, when the sequester began to take effect, and the Markit and Richmond Fed reports suggested the soft patch carried into the second quarter.

"This year is setting up to be very similar as far as the first-half story of the past few years, where an early start in economic activity was not able to be maintained," said Sam Bullard, a senior economist at Wells Fargo Securities in Charlotte, North Carolina.

Even so, the economy is not collapsing.

A separate report from the Commerce Department showed new home sales increased 1.5 percent to a seasonally adjusted annual rate of 417,000 units last month.

The increase was encouraging in the wake of data on Monday that showed home resales slipped in March and a report last week that said sentiment among homebuilders dropped in April for a third straight month.

"This is a good report that supports the view that at least one part of the economy is not being battered too greatly by Washington's attacks on growth," said Joel Naroff of Naroff Economic Advisors in Holland, Pennsylvania. "The housing recovery keeps on going, but don't expect further surges in activity."

The momentum in the housing market has slowed somewhat because of a lack of supply of homes for sale in some major regions. Last month, there 153,000 new homes on the market, not far from record lows.

The inventory represents sales supply for only 4.4 months, below the six months that is normally considered a healthy balance between supply and demand.

Another report, from the Federal Housing Finance Administration, showed prices for houses financed with mortgages that have been sold to or guaranteed by Fannie Mae and Freddie Mac rose 0.7 percent in February after advancing 0.6 percent in January.
